New York, Connecticut, and New Jersey Order Some Travelers Must Quarantine

Heads-up if you plan to visit New York, New Jersey, or Connecticut in the near future: those states’ governors today issued a travel advisory that travelers arriving from certain other states must self-quarantine for 14 days.

The advisory goes into effect tonight at 12:00 AM EDT.

According to the Albany Times Union, “States will be included in the advisory if 10 per 100,000 residents or 10 percent of the total population tests positive [for coronavirus] on a seven-day rolling average, Cuomo said.”

As of today, those states are:

  • Alabama
  • Arkansas
  • Arizona
  • Florida
  • North Carolina
  • South Carolina
  • Washington
  • Utah
  • Texas

Keep in mind that coronavirus test results seem very much in flux. The list of impacted states could realistically change every so often.

How Will States Enforce the “Travel Advisory”?

Curious how this might (or will) be enforced?

The Times Union adds:

Each state will enforce the order differently, but in New York, a person who violates the advisory could be subject to mandatory quarantine through a “judicial order” or fines of up to $10,000 …

Cuomo suggested that hotel clerks could flag travelers breaking quarantine and police could pull over cars with out-of-state license plates.

Final Approach

I won’t be surprised if other states announce similar measures. The recent spike in COVID-19 cases (which could be attributed to backlogs in testing, yes) might give other governors the ideas that their states need to quarantine some travelers.

    I wonder if the quarantine applies if you are arriving via a connection in, say, SLC?

    I understand that the governments of the NY-NJ-CT need to do what they see fit to ensure public safety. I don’t question their authority and mandate to do this. Evidently, this is what the electorate in those places demand. My state, Texas, enforced a similar measure against air travellers from that region, earlier in April. However, with barely a day’s notice, this will undoubtedly shock and seriously inconvenience many currently in-transit from these affected states. Lastly, as a fellow aspirational traveller, I can’t say that I plan to place this area (or any other area prone to sudden effective closures based on origin or residence) even near the middle of places I want to visit when conditions improve.     They also seem to be basing this on cases, not on deaths /hospitalizations which are more reasonable metrics to use. If mandatory quarantine were such a great idea, when why were they not imposing it on all their own residents during their meltdown?
