Consumer advocate Chris Elliott put up a two part interview with Allison Ausband who is Delta Air Lines’ vice president for reservation sales and customer care. One of the questions and quotes was:
You recently changed your baggage interlining policy, so luggage isn’t automatically transferred when a customer is traveling on another airline using two tickets. Have you had any complaints about that?
No, that issue hasn’t popped up.
I commented that – really?, No complaints? And said this on Flyertalk and was criticized due to the fact that the policy has yet to start. But, this is a big deal. You can read more about baggage interlining HERE to find out just what we are talking about.
Anyway, take a look what has now popped up HERE on Delta.com (btw it looks like a typeo as 2012 should read Jan 2013):

Thanks for the update, Rene! The policy – if implemented – would be idiotic. I rarely check my bags or connect to another flight, but I would not fly DL if I had to do this in the future.
@Dan – txs, this, what YOU SAID, is what Delta NEED to hear. I think this move is just to give partners time so they can charge more fee’s but this is JUST a guess so who knows. Comment like yours, done on Delta.com, could help! My thanks again!
Would be really bad it they do do this. I travel AS – DL rt. all the time. What a pain!
Delta will likely try this again but with more advanced notice before implementation.
Wouldn’t affect me most likely, but it will plenty of others so hope to see it gone/not implemented.

Thanks for this, Rene. We just did something similar with UA and had to recheck our bags in Lisbon and pay TWO additional baggage fees as a result. I hope Delta realizes that it’ll lose business if they implement this change.
